District 2 covers neighborhoods in the north of the city including the Presidio, the Marina, Cow Hollow, Pacific Heights, Presidio Heights, Anza Vista, and portions of the Western Addition and North of the Panhandle.
Toxins in the water and land by Gashouse Cove in the Marina need to be cleaned up. But what that remediation should look like has been hotly debated by Marina residents for years.
The cove is contaminated because it was home to a gas production plant in the mid-1800s and early 1900s. Now, PG&E, which owned the plant, is financing most of the remediation.
But residents were not happy with the first remediation plans put forward in 2023. That plan replaced the current yacht docks at Gashouse Cove with a park and space for shallow water recreation, like kayaking, canoes, and small sailboats. But, it also relocated 185 boat slips and the fuel dock from Gashouse Cove to the West Harbor โ blocking some Marina residentsโ views of the bay.
In the end, the Board of Supervisors killed that proposal.
Now, three years later, a new plan is on the table. Though in 2023 the recreation and park department said revenue from the new boat slips was needed, the new proposal drops boat slip additions to the West Harbor. Instead, a few boat slips will be installed near Gashouse Cove, which is still being converted into a park.
Still, not everyone is satisfied โ some want Gashouse Cove to remain a harbor and are upset that the fueling station there is being decommissioned. A new fueling station will open in the West Harbor instead.

I support revitalizing the Marina through improvements to enhance safety, infrastructure, public spaces, and neighborhood livability. The Marina is one of San Franciscoโs most treasured waterfront communities, and thoughtful investment is important.
Any major project must be transparent, environmentally responsible, and shaped through meaningful public input. Residents deserve clear information about impacts on flooding, traffic, parking, infrastructure, and public access.
I support independent environmental and soil safety review where contamination or liquefaction risks exist, strong protections for waterfront open space, and infrastructure upgrades that accompany development. We can strengthen the Marina without sacrificing the qualities that make it special.

The Marina improvement and remediation project is the result of two decades of negotiations between the City and PG&E. While I personally would like a better solution at the east harbor that reinstates boat access, the settlement dictates the terms of toxic remediation at that location โ which ultimately lands us at the project we have today.
Meanwhile, I am prioritizing our public safety by ensuring our first responders have continued access to a fuel dock. Iโll keep leading that charge while ensuring boat access to the harbor and a Marina Green that is as beautiful as ever.
