At 10:06 a.m., a police cruiser was parked with its bumper positioned into the driveway of Mission National Bank on 16th Street between Mission and Valencia streets.

A Gubbio Project employee, who starts his shift at 6 a.m. each day, said the cruiser had been there since morning. A minute later, a man on the third floor of the Kailash Hotel on Julian Street shouted from a window: “No fucking pictures, man! Fuck you think it is? No pictures! I’m talking to you!”

At 10:03 a.m., Caledonia Street had just been cleaned as a DPW truck pulled out toward 15th Street. Tin-foil remnants still clung to parts of the sidewalk, but the 176-yard stretch had been washed and sanitized. The two orange Gubbio Project trash cans remained in place, both empty but lined with black bags.

At 10:09 a.m., Wiese Street was freshly cleaned.  Five people in hooded sweatshirts huddled near the rear entrance of 1645 15th St.

At 10:12 a.m., the southeast 16th Street Plaza had a police vehicle parked beside the Mobile Command Unit. A Public Works crew sprayed heavy-fragranced solvents to remove graffiti from the stairs at the entrance to BART. The chemical scent lingered in the air.

At 10:26 a.m., a single SFPD cruiser sat on the northeast 16th Street BART Plaza, lights flashing. No officer was visible inside. A BART maintenance truck was also parked nearby, unattended.

At 10:28 a.m., a pair of nuns leaned down to speak with three people sitting at the corner of 16th and Capp streets. Around them: black trash bags, spilled almonds, and the lid from a pint of Ben & Jerry’s.

Day 2036, 10 am a police car is parked there, 11am a cleaning crew is doing this, noon 1 man is arrested for drinking in public, 1pm, the drugs dealers are happy, no police in sight, 2pm the drug addicts are happy, they are high, 3 pm a city organization is providing clean drug paraphernalia, 4 pm Scott Wiener is walking down the street, 5 pm Nancy Pelosi, after trading a few stocks, is showing up at Manny’s to discuss the current situation in the city and what should be done, 6pm 3 city cleaning crew are working in an alley, 7pm, the alleys are back to normal, the trash is back..10 pm, the dealers are lurking..day 2037 should be no different…unless they bring new trashcans.
