The Examiner reports that a new survey by the Asian Law Caucus has found that many San Francisco residents are living under the radar of census officials. The survey found that 33 percent of homes in the Excelsior District, just next door to the Mission, have illegal “in-law” units. According to the report, most occupants of these illegal quarters are low-income families with young children.
