In October 2003, he was arrested on suspicion of beating and kicking a teenage boy on a Muni bus in the Mission District after the boy refused to answer a question regarding his gang affiliation.  The killings were, in part, responsible for the city’s decision to change it’s immigration policy toward juvenile immmigrants.
