Providers at the “morally distressing and unsafe” emergency department at UCSF Parnassus charge that its severe shortage of nurses and beds is endangering patients. Duncan Agnew reports that staffing has been cut at the hospital over the last three yearsโ€”even as UCSF began running a surplus.
