The Planning Commission will decide today whether to approve a mixed-use project on the corner of 15th Street and South Van Ness Avenue that would provide 40 residential units and ground-level commercial space.
Also on the agenda for the Mission: the Salvation Army plan to enclose its playground and build a gymnasium at its 1156 Valencia Street location.
The mixed-use project at 1501 15th Street first hit the Planning Commission in July, with community members unhappy about not having an opportunity to weigh in on the project.
The $21 million project by JS Sullivan Development, the same company currently working on a mixed-use project at 299 Valencia Street, would create 40 one- to two-bedroom residential units, with 18 percent, or seven, being affordable. The project would also include ground-level commercial space and 39 underground parking spots.
Since the initial July 14 Planning Commission meeting, the project has been continued several times for a litany of concerns, including the number of parking spots, a 15th Street vehicle entrance to the garage and the overall design.
Concerns over the 15th Street entrance stemmed from the project’s proximity to Marshall Elementary School and the use of that street by children walking to school.
But the Planning Commission did not recommend that the vehicle entrance be moved to South Van Ness Avenue, stating that that street “is a major arterial and the General Plan does not support curb cuts along such streets.”
Since July, the developers have made several changes to the project, including adding lighting on the first floor and altering the design to better relate to adjacent buildings.
If approved, the project would take over what is now an abandoned gas station, which has not been in operation since 2006. A proposal for a car wash at that spot was denied by the Planning Commission in 2008 on the grounds it didn’t conform with the neighborhood plan.
Salvation Army Proposal
The Salvation Army branch at 1156 Valencia has plans to enclose an existing parking lot and playground next door to the building, and to renovate the building’s interior to create a gymnasium.
Combined, the new playground and gym are expected to serve 55 children on a regular basis and 90 children during the summer months. The gym would be open 8 a.m.-5 p.m. in summer, and 2-6 p.m. the rest of the year.
One public comment submitted to the city expressed concerns about nighttime activities at the new gym.

The Planning Commission moved the off street parking egress to South Van Ness to keep cars away from Marshall Elementary. They then spent 30 minutes grating Saitowitz’ gonads like a wedge of cheese for his inappropriate design. Two commissioners voted against this design for this location.
