Well, the power’s back on in San Francisco, and PG&E is offering automatic bill credits of $200 for residents and $2500 for businesses affected by the blackout.

But seniors in the Richmond said they felt “abandoned” by unreponsive landlords, and by city officials who communicated mostly by social media. In several cases, younger neighbors had to find and help disabled seniors who were “cold, anxious, and panicking” after their phones died.

Though a federal judge last month ordered ICE to provide blankets, heat, and medical care at its S.F. immigration holding cells, there’s little sign that ICE is complying. Even after Department of Homeland Security attorneys invited civil rights lawyers to visit the cells and check on detainees, ICE agents repeatedly blocked the lawyers from entering.
