District 4 Joel Engardio has lost the recall election. He conceded the race shortly after 9 p.m. on Sept. 16.
The recall won with 62.7 percent of the vote, with turnout at 42.9 percent. The results were certified by the Department of Elections on Sept. 25.

- There was a strong correlation between District 4 voters in 2024 rejecting Joel Engardioโs Prop. K to close The Great Highway and in 2025 rejecting Engardio.
- The precincts that most strongly supported the Engardio recall in 2025 most strongly supported Engardio in his 2022 supervisor race.
Methodology
The results data comes from the San Francisco Department of Elections.
For the special September election, the Department of Elections collected results in District 4 by “grouped precinct,” rather than individual precincts. That means the data for this election is not as granular as results from previous elections.
In order to accurately compare results with those from previous elections, we grouped old results from individual precincts using a list of consolidations provided by the Department of Elections.

Former Mayor Art Agnos decided not to rebuild the Embarcadero freeway after it collapsed in the 1989 Loma Prieta earthquake to open up the waterfront. Rose Pak, the influential civic leader from Chinatown, demanded the city rebuild the freeway to keep tourism flowing into Chinatown. Agnos refused, and Pak led a campaign against his reelection that ended his political career. But he was right. And Chinatown thrived.
I believe that in 10 years, the Sunset Dunes Park will end up being a net positive on the community, and Engardio, even though he lost his political career, will have been right. No tears. Just a healthy dose of irony and, of course, pity for those who lack a vision that does not include the contents of a cement mixer.
