Nearly a year after 19-year-old Luis Manuel Arguello-Inglis was shot and killed at Dolores Park, today police announced an arrest in connection with the June 2024 homicide.
While Arguello-Inglis’ name is not in the San Francisco Police Department press release, the timing and location of the killing — June 5, 2024 on the 500 block of Dolores Street — are a match.
The SFPD also did not name the suspect, but noted that, on May 25, he was arrested in connection with this case and for several additional charges including carrying a dagger and a loaded firearm.
A booking log for the county jail reveals that Javier Morando Velasquez, 18, was arrested for those crimes. He is presently incarcerated in County Jail No. 2.
Morando Velasquez would have been 17 at the time of the shooting.

Arguello-Inglis, a graduate of Lowell High School, known as “Lucho” by his friends, frequented the park, taking in the view of the city with friends and loved ones. In his free time, Arguello-Inglis took to baseball, then soccer and eventually Muay Thai and weightlifting.
He was shot at 10 p.m. on June 5 and pronounced dead at the scene after suffering multiple gunshot wounds.
This arrest comes only days after Mission Local reported that Mayor Daniel Lurie and his wife, Becca Prowda, donated $12,000 toward a Dolores Park memorial in honor of Arguello-Inglis.
Previous Mission Local coverage described how friends recalled the victim’s attachment to the park: “I’m still with him every time I’m here,” his friend Noah Kim said in June 2024. “I feel like his spirit just lingers here.”

Luis was an absolute angel of a human being. He was probably having a thoughtful conversation from the heart with a friend, enjoying the beautiful city views when, out of nowhere, another person murdered him, for no good reason. May Luis rest in peace and beauty and love.

If you are insinuating that Luis was involved in any way in any criminal activity, here are some FACTS: Luis’ tox report indicated he had zero drugs in him; there was no weapon or drugs on his person or his car. Luis just home from college, was seated at the bench with a middle school friend when the murderer started an argument, Luis stood up, the argument (not fight) continued and the guy shot him. It was about 10pm, not 1am when bad things typically happen. How do I know? Because I am his mother.

My son played soccer with Luis and my daughter was a friend and classmate. He was a good kid. I am hopeful that somebody will be held accountable. RIP Luis.
What were they doing at the Park at 10pm?
Well probably looking at the city lights. I have lived in sf for nearly 50 years, and have been in the park at night numerous times.
In the 80s into the 90s it was dicey, but those days are over. It’s not a drug hotspot…
