    This is a vehicle for double dipping and pension spiking. The money spent here would go to much better use bringing in new/younger officers.

    1. You may miss the point here, there are fewer and fewer new recruits. Not because of any of the current blame this and that soundbites but because young people have many more options today for a fiscally rewarding career without needing a college degree.

      I do like the proposed reporting parameters but seems that should simply be calculated along with many statistical totals.
