I came across David, Gloria, and Gilberto-Adrian who have set up tents and tarps on Folsom by the corner of 17th to live in. They don't know where to relocate and are well aware of the flooding that is common here. Photo by Daniel Mondragón

The rain had not yet started again when I took these photos Friday afternoon in the neighborhood of 17th and Folsom, the lowest part of the city, where flooding occurs nearly every time there is heavy rain.
