Prosecutors declined to file murder charges against James Warren, who was accused by police of murdering Oliver Carter.
Lyn Tomioka, a police spokeswoman, told the Examiner that Warren was Carter’s partner. They were involved in an argument and Carter “fell and hit his head during the struggle.”
The incident, which occurred inside a Single-Room-Occupancy hotel on Monday, was the latest in a series of conflicts at these types of hotels this year.
