Singer Lila Downs in a white dress holds a guitar; text promotes her Día de los Muertos show on October 25 at Zellerbach Hall for the 2025-26 Cal Performances season.

Good afternoon!

Well, it’s happening, but is it happening here? A ruling by a three-judge panel of the Ninth Circuit Court of Appeals approved President Trump’s contentious order to send National Guard troops to “war-ravaged” Portland.  Joe Eskenazi breaks down what this could mean for San Francisco.

Well, it’s happening, and right here: San Francisco’s upzoning plan has gone to the Land Use and Transportation Committee of the Board of Supervisors, where it faces a slew of proposed amendments, carve-outs, and changes. Io Yeh Gilman is at City Hall covering the meeting, and will be posting updates until the bitter end.

See our back story on what’s at stake with the upzoning plan.

SF Muni plans to beg California to exempt its buses from the state’s zero-emissions mandate, writes Joe Eskenazi. Even though its diesel hybrid fleet already accounts for just .02% of the city’s emissions, getting to zero would cost more than Muni can handle.

More soon,

Sara
