Since 2005, SF’s Homeward Bound program has bused 11,000 homeless people out of town to be reunited with family members who vouch for them. Now, under Mayor Breed’s “Journey Home” order, homeless people are just sent away, without checking if there’s anyone on the other end. Joe Eskenazi explains why that’s a political as well as humanitarian problem for the city.
