State Wants to Regulate Ride-Sharing Companies

State authorities are beginning a formal investigation into how to regulate ride-sharing companies like Lyft, Sidecar and Uber. In the past, the California Public Utilities Commission has issued fines and cease-and-desist orders to the companies, but now it hopes to regulate them.
